What is the BPF (Bilan Pédagogique et Financier)?

The Pedagogical and Financial Report (BPF — Bilan Pédagogique et Financier) is a mandatory document that every training organization must submit annually to the DREETS (formerly DIRECCTE). It provides a complete overview of the organization's training activity for the previous year.

Filing deadline: April 30 each year for the previous year's activity.

Why is the BPF important for Qualiopi?

The BPF is one of the documents verified during Qualiopi audits. It attests to the reality of your training activity and must be consistent with other mandatory documents (agreements, attendance sheets, assessments).

An incomplete or inconsistent BPF can:

  • Result in a refusal of Qualiopi certification
  • Trigger a suspension of your activity declaration number (NDA)
  • Block access to public funding (OPCO, CPF)

Mandatory BPF data

Section 1: Identification

  • Activity declaration number (NDA)
  • Legal name and address
  • SIRET and APE code
  • Legal representative's contact details

Section 2: Financial report

DataWhat to report
Training revenueRevenue from courses delivered
Training expensesCosts (trainer salaries, premises, platform)
ResultRevenue – Expenses
Funding sourcesCompanies, OPCO, individuals, France Travail, etc.

Section 3: Pedagogical report

DataWhat to report
Number of traineesTotal learners for the year
Trainee-hoursSum of training hours × number of trainees
Number of coursesTotal training actions delivered
Course typesBreakdown by domain (safety, management, etc.)
ObjectivesCertification, adaptation, skills development

Section 4: Resources

  • Number of trainers
  • Trainer status (employees, subcontractors)
  • Premises and equipment used

How to collect this data?

The manual method (not recommended)

Some organizations collect BPF data manually using:

  • Excel spreadsheets
  • Paper forms
  • Emails to trainers

Problems: risk of errors, wasted time, inconsistencies between documents.

The automated method (recommended)

A compliant LMS like OpenFormations automatically collects:

  • ✅ Number of trainees per course
  • ✅ Training hours completed (connection time)
  • ✅ Completion rate per learner
  • ✅ Revenue per course (via Stripe)
  • ✅ Timestamped digital attendance sheets

Result: the BPF is generated with a single click from the compliance dashboard.

Generating your BPF with OpenFormations

Step 1: Access the compliance dashboard

From your dashboard, click "Compliance" in the sidebar menu. You will find a summary of your training activity.

Step 2: Select the period

Choose the calendar year in question (for example, January 1 to December 31, 2025).

Step 3: Verify the data

The system automatically displays:

  • Total number of courses delivered
  • Total number of learners trained
  • Calculated trainee-hours
  • Revenue by funding source
  • Breakdown by course type

Step 4: Export the BPF

Click "Export BPF" to get a document ready to be submitted on the Mon Activité Formation platform.

Common mistakes to avoid

1. Confusing training hours and trainee-hours

  • Training hours = total duration of the course
  • Trainee-hours = duration × number of trainees

Example: a 10-hour course with 5 trainees = 50 trainee-hours.

2. Forgetting e-learning courses

Courses delivered online must be included in the BPF just like in-person training.

3. Not distinguishing funding sources

The BPF requires a breakdown of revenue by source:

  • Companies (skills development plan)
  • OPCO
  • CPF
  • France Travail
  • Individuals

4. Filing late

The BPF must be filed before April 30. A late or missing submission can result in the loss of your NDA.

Annual BPF checklist

  • Verify that all courses are accounted for
  • Check trainee-hours (duration × number)
  • Break down revenue by funding source
  • Verify consistency with attendance sheets
  • Export the document from OpenFormations
  • Submit on Mon Activité Formation before April 30

Conclusion

The BPF is an unavoidable legal obligation for every training organization. With an LMS like OpenFormations, its generation is automated and reliable, allowing you to focus on what matters most: training.
